The militia of the state shall consist of all able-bodied male citizens of the state, between the ages of eighteen and forty-five years; except such as are exempted by the law of the United States or of the state. But all such citizens having scruples of conscience averse to bearing arms shall be excused therefrom upon such conditions as shall be prescribed by law.
