1. In order to apply a global comparative perspective on ‘parliamentary committees’, a broad definition of the term is needed. From the outset, inspiration can be found in KC Wheare’s classic definition of a committee: The essence of a committee is, surely, that it is a body to which some task has been referred or committed by some other person or body.
