The Governor shall be Commander in Chief of the military forces of the State and may call out those forces to execute the law, suppress riots and insurrections, and repel invasion. The declaration of rights requires that “the military shall be kept under strict subordination to, and governed by, the civil power” (Article I, Section 30). The present section (and Article III, Section 5, Subsection 5 on the duties of the governor) implements that requirement by naming the governor commander in chief of the state’s military forces.
