Until otherwise provided by law, the members of the house of representatives of the United States, apportioned to this state, shall be elected by the state at large. The apportionment of members of Congress is governed by the Fourteenth Amendment of the U.S. Constitution. Until otherwise provided by law, the senatorial and representative districts shall be formed, and the senators and representatives shall be apportioned as follows: DISTRICTS [Omitted—See S.D.
