A 1975 proposal to repeal this article, along with Sections 6 to 14 and 18 of Article VIII, and to amend Sections 2 to 5 of Article VIII, was rejected by the voters on November 2, 1976. A later proposal to repeal this article and to amend Section 11 of Article VIII was rejected on November 7, 1978.
