Article 1 The State of Sinaloa, as an integral part of the United Mexican States, is constituted as a democratic State of law, the basis and ultimate objective of which is the protection of human dignity and human rights. Article 2 With respect to its internal regime, the sovereignty of the State resides essentially and originally in the people of Sinaloa, who propose, as the highest values of their legal and social order, liberty, equality of rights, justice, solidarity, political pluralism and cultural diversity.
