The State of Guerrero forms an integral part of the United Mexican States and is constituted as a social State of democratic law. It is free and sovereign in its internal regime without limitations other than those expressly set out in the Political Constitution of the United Mexican States and in this Constitution. Its sovereignty resides essentially and originally in the people of Guerrero and is exercised by the bodies that represent it, in conformity with the provisions of the Political Constitution of the United Mexican States and in this Constitution.
