Article XI—Environment is completely new. It establishes “a healthful environment” as a public policy of Illinois and mandates the General Assembly to pass legislation to implement that policy. It also gives individuals standing to sue to protect that right. At the time the convention was considering and adopting this article, the General Assembly passed The Environmental Protection Act.
