Sections 2 and 4 of Article XIII shall become effective on January 1, 1972. Article XIII contains a potpourri of various topics that do not fit well into any other part of the Constitution. Sections 1, 2, and 3 deal with governmental ethics. Section 4 repeals sovereign immunity, although it allows the General Assembly to reinstate it. Section 5 creates a new right for those with public pensions. Section 6 deals with corporate charters, and Section 8 deals with branch banking, both thorny issues in Illinois economic history that rated treatment under the 1870...
