The members of the 1970 Convention were agreed that the 1870 Constitution’s amending article had become too restrictive. The question was how it could be liberalized while insuring that the constitution was not amended precipitously. The solution was to make legislatively proposed amendments easier to submit and adopt and to devise two methods of amending the state constitution that circumvented the General Assembly.
