Known as the “Home Rule Amendment,” Article XI-A of the Maryland Constitution was adopted in 19151 and permits Maryland’s counties and Baltimore City to adopt a charter form of home rule. As of 2003, Baltimore City and the following counties had all adopted Charter home rule: Anne Arundel, Baltimore, Harford, Howard, Montgomery, Prince George’s, Talbot, and Wicomico. The voters in Carroll, Cecil, Dorchester, and St. Mary’s counties have rejected proposed adoption of charter home rule.
