Article XI-E, generally known as the “Municipal Home Rule Amendment,” was enacted in 1954 and its provisions are unchanged since their adoption. The genesis of the Municipal Home Rule Amendment is credited to the work of the Commission on Governmental Organization of the State, which was appointed by Governor Theodore R.
