The legislative assembly shall be prohibited from raising revenue to defray the expenses of the state through the levying of a tax on the assessed value of real or personal property. When called upon to do so, the Supreme Court defined taxation as “the inherent power in the government to raise funds with which to promote the general welfare and protection of its citizens.”1 Furthermore, the Court wrote: “A tax is an enforced contribution for public purposes and is in no way dependent upon the will or the express consent of the person taxed.”2 Originally, this...
