The Legislature shall establish and maintain a system of free public schools wherein all the children of the State may be educated. This provision mandates establishment and maintenance of a public school system but does not guarantee an equal educational opportunity in the sense of equal expenditures of money for each and every pupil in the state (Fair School Finance Council of Oklahoma, Inc. v.
