The judicial article of the constitution had been amended in 1957 to introduce the so-called “Missouri Plan” for the selection of justices of the state supreme court. In 1972, the legislature proposed a revision that replaced the entire article. It introduced the concept of a unified court system and made the Missouri Plan of judicial selection available for lower court judges on an optional basis.
