This article, consisting of five sections, was submitted in revised form in 1974 and approved, 484,399 voting for and 131,159 voting against. All elections by the people shall be by ballot or voting device, or both, as the legislature shall by law provide. The revision authorizes the use of voting machines and omits any reference to voting by the legislature, which previously had been required to be “viva voce.” The supreme court has held that the mail ballot is a “voting device” within the meaning of this section.
