During the decade leading up to the 1978 convention, the preservation of the environment became a critical and controversial issue in Hawaii. The title of this article, formerly Article X, read only Conservation and Development of Resources. However, when the 1978 delegates inserted the word “Control,” they signaled a heightened awareness of the need to protect the environment and scarce resources.
