The several counties of this State are hereby recognized as legal subdivisions of the State. Section 1 states the fundamental principle that counties are subdivisions of the state. As a constitutional statement, it originated with the 1876 Constitution, but counties have been political subdivisions of Texas government since the time of independence from Mexico.
