The following classes of persons shall not be allowed to vote in this State, to wit: Sections 1 and 2 describe the qualifications and disqualifications for voting. Much of the language is, however, inoperative as a result of U.S. constitutional amendment or judicial interpretation. Of historical interest, the flat ban on voting by regular military personnel (soldiers, sailors and marines) and all other references to military voting in the two sections were deleted by amendments in 1932, 1954 and 1966.
