The other resource protected by the constitution is the barge canal system, known since 1992 as the New York State Canal System. The first mention of canals appeared in the 1821 constitution. With continued canal development throughout the nineteenth century, it is not surprising that regions and parties attempted to constitutionalize canal policy. The article forbids the state from disposing of the system except for unnecessary parts and authorizes the legislature to make laws and regulations governing navigation and to enact appropriations for its maintenance....
