The Secretary of State shall be chosen biennially at the first session of the Legislature, by joint ballot of the Senators and Representatives in convention. This section, which was amended once, in 1880, when biennial sessions were introduced, authorizes the legislature to choose the secretary of state. It follows the precedent set by the Massachusetts Constitution of 1780 (Pt. 2, Ch. 2, sec. 4, Art. I). The secretary of state’s term expires when the legislature elects a successor (Marshall v.
