This article consists of two unrelated subdivisions. The first part concerns education. Originally, its first section comprised the whole of Article VIII, which was entitled “Literature.” Part 2, which deals with municipal self-government, or home rule, was added to the constitution as a separate article (VIII-A) in the 1960s.
