This article may be regarded as “superconstitutional,” in that it deals with the implementation and maintenance of the constitution itself. It was originally denominated “Schedule” because its lengthiest provisions treat in great detail the mechanics for commencing the new government. Although these provisions have not been repealed, they are no longer printed; and the focus of the article has shifted to maintaining the state constitution as a living, accessible document.
