[Repealed in 1992.] Prior to its repeal in 1992, this article stated: “The rights of suffrage and officeholding shall not be withheld from any male citizen of the United States by reason of his color or previous condition of servitude.” It was added in 1880 in order to bring the state’s constitution into compliance with the U.S. Constitution’s Fifteenth Amendment, ratified in 1870, prohibiting the denial of the right to vote on the basis of “race, color, or previous condition of servitude.” It was repealed by the voters on the basis that it had become obsolete,...
