The Legislature shall pass no Special Act in any manner relating to corporate powers except Municipal purposes; but corporations may be formed under general laws; and all such laws may from time to time, be altered or repealed. This section prohibits the legislature from passing special laws granting corporate powers. Historically, there had been substantial abuse by some state legislatures, often after having been bribed, to approve special laws favoring particular business corporations.
