The legislature may provide for the regulation of ambulances and ambulance services in this state in all matters relating to services provided, routes served, response times and charges. This section, added in 1982, stemmed from the adoption, two years previously, of an amendment to Article XV, section 2, that removed private corporations “carrying persons … for hire” from the definition of “public service corporations” subject to regulation by the corporation commission.
