When the delegates at the constitutional convention of 1889 approved an article on State, County, and Municipal Indebtedness, they did so against the background of two prominent issues: First, the new state would face the prospect of rebuilding cities, including Seattle and Spokane, that had been recently devastated by fires. Second, the new state would establish the government’s position in financial dealings with the railroads.
