We, the people of the State of Washington, grateful to the Supreme Ruler of the Universe for our liberties, do ordain this constitution. At its creation, the Preamble was a source of controversy. When first submitted to the convention, the Preamble lacked any reference to the “Supreme Ruler.” Lively and occasionally humorous debate ensued between those favoring and those opposing mention of any sort of deity.
